What is whipping? Why is so popular?

Is it a cool dance move? Is it a cruel punishment? Is it the result of social media? Is it just really fun?

It is often used without context and music. In fact, it is usually used with no meaning behind it at all. However, more often nowadays, I am seeing it used as a greeting or reply. 

Can it be used as a gesture or form or communication?
